Dubai's Roads and Transport Authority (RTA) has mapped out a comprehensive mobility plan for COP28, which includes extending the Metro's operating hours and deploying eco-friendly modes of transport.

Over 10,000 hybrid taxis and 1,000 electric luxury vehicles will serve visitors to the global event, which is set to take place at Expo City Dubai from November 30 to December 12.

Dubai Metro will operate from 5:00 am to 1:00 am throughout the conference days, while exclusive special edition Nol cards have been introduced for COP28 delegates, encouraging them to use public transportation for free during the conference.

Complimentary pre-charged Nol cards will also be issued to young participants attending COP28.

Buses and Taxis

The internal transit plan includes the deployment of 67 biofuel-powered buses, complemented by 10 electric buses to serve visitors at four stops within Expo City.

Additionally, the RTA has introduced new bus routes tailored to transport delegates and organisers to major locations such as JBR, Mall of the Emirates, Ibn Battuta and other key areas in the emirate, facilitating their mobility beyond the operational hours of the Metro.

A fleet of over 10,000 hybrid taxis and 1,000 electric luxury vehicles will be available for booking. These vehicles can be hailed within Expo City through the Hala Taxi platform. Users can also opt for services through platforms like Uber, Careem and Yango.

To facilitate easy access for these vehicles, there will be four designated stops within Expo City, strategically located at Opportunity Gate, Mobility Gate, Sustainability Gate and the Metro Gate.

Technical Plans for Mobility Management

In collaboration with relevant stakeholders, the RTA has formulated technical plans for effective mobility management during the event, utilising various transit modes such as the Metro, Dubai Bus and taxis at the event site.

These plans include managing and designating service points and regulating traffic flow on the surrounding roads and intersections.

Additionally, alternative strategies have been devised to address potential scenarios of traffic congestion during the event.
