New decision safeguards whistleblowers in Dubai’s public sector

Public employees in Dubai who report financial or administrative violations will be legally protected under a new initiative to strengthen financial oversight and protect whistleblowers.

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and the UAE's Deputy Prime Minister and Finance Minister has issued a new decision in his capacity as Chairman of the Financial Audit Authority.

Decision No. 2 of 2025 ensures whistleblowers can report wrongdoing or cooperate with the Financial Audit Authority without fear of retaliation. It also safeguards their employment and guarantees confidentiality throughout the investigation process.

Issued under Law No. 4 of 2018, the ruling applies to all employees within entities overseen by the Authority, and aims to strengthen financial transparency and protect public funds.

Employees are encouraged to provide testimony or submit reports of misconduct, with strict rules in place to maintain privacy and prevent the misuse of sensitive information.

The measure is a key step in promoting accountability and reinforcing the financial and administrative integrity of Dubai.
